Francis Lagatutta, MD
Chief Medical Officer
Francis P. Lagattuta M.D. is the Chief Medical Officer and Medical Director for Lags Medical Centers. He holds Board Certifications for Physical Medicine and Rehabilitation, Addiction Medicine, Pain Medicine and Electrodiagnostic Medicine. He has been treating patients for over twenty years and is also a certified IMR reviewer. He currently supervises the medical staff at all Lags locations.
Basem Aziz, M.D.
Basem Aziz, M.D. is Board Certified in Physical Medicine and Rehabilitation. He is fluent in English and Arabic. Dr. Aziz has been a member of the Lags team of providers since September of 2014 and he currently practices in California’s Central Valley.
Ed Balbas, M.D.
Dr. Balbas graduated 1996 with his Doctor of Medicine degree from the Santo Tomas Faculty of Medicine and Surgery, Manila, Philippines. In 2005, he completed his residency in the department of Physical Medicine & Rehabilitation at East Carolina University, Brody School of Medicine in Greenville, NC. That same year, he participated in a 1-year fellowship training with a board-certified PM&R, EMG, and Pain Specialist with emphasis on spine care, chronic pain, general musculoskeletal, sports injuries, EMG-NCS, and fluoroscopically guided spinal procedures – his fellowship is as a Physiatrist Association of Spine, Sports and Occupational Rehabilitation (PASSOR) accredited. Dr. Balbas has been a provider with LAGS Medical Centers since 2015, and is board-certified as a Diplomate, American Board of Physical Medicine & Rehabilitation as well as the American Board of Pain Medicine.
Kendra Brown-Walker, M.D.
Kendra Brown-Walker, M.D. is fellowship-trained in Pain Medicine and completed her residency at Eastern Virginia Medical School, specializing in Physical Medicine and Rehabilitation. She received her Doctor of Medicine degree from Virginia Commonwealth University School of Medicine. Dr. Brown-Walker is a member of the American Academy of Physical Medicine and Rehabilitation and the Association of Academic Physiatrists. Dr. Brown-Walker has been a Lags team member since October, 2015 and currently practices at our Ventura County facilities.
Fredrick Comrie, M.D.
Frederick K. Comrie M.D. specializes in Physical Medicine and Rehabilitation. He received his Doctorate in Medicine from Meharry Medical College in Nashville, TN and completed his residency at the University of Washington. He has been a member of the Lags team since 2013 and currently practices in California’s Central Valley.
Igor Galan, M.D.
Igor Galan M.D. earned his Doctorate in Neurology from Seton Hall University School of Health and Medical Sciences in Edison, NJ. Dr. Galan has also completed a fellowship in Neurophysiology at the Medical University of South Carolina and specializes in general neurology, pain management, neuromuscular disorders, and neurophysiology/epilepsy. He is fluent in English, Ukrainian, Russian and Polish. He has been a member of the Lags team of providers since 2014 and currently practices on California’s Central Coast.
Matthew Hadilaksono, D.O.
Dr. Hadilaksono is a PM&R Board Certified and Fellowship trained Interventional Pain & Musculoskeletal Medicine specialist. Completing his undergraduate study at University of California, Los Angeles, he received his medical degree from Touro College of Osteopathic Medicine, New York. He went on to complete his residency training in Physical Medicine and Rehabilitation at the University Hospital of Brooklyn, SUNY Downstate Medical Center. He continued with his subspecialty fellowship training in Interventional Spine and Sports Medicine at the Center for Advanced Pain Management and Rehabilitation/NJMS Rutgers University in New Jersey.
Brianna Hoffman, M.D.
Dr. Hoffman utilizes a multi-faceted approach to pain management, addressing patient’s social, psychological, and physical health all as integral components of their overall well-being in her native Portland. She holds a medical degree from the University of Miami, a BA from the University of California, Berkeley and joined in 2017 after her PM&R residency at the University of Miami/Jackson Memorial Health System.
Fajie Ma, M.D.
Fajie Ma, M.D., is fellowship trained in Pain Medicine and completed his Physical Medicine and Rehabilitation residency at the State University of New York (SUNY). He is a member of the American Academy of Physical Medicine and Rehabilitation. Dr. Ma is fluent in Mandarin Chinese and speaks some Cantonese Chinese. He has been a Lags team member since February, 2016 and practices in the Central Valley and the Bay Area.
Laura Megorden, DPM
Laura Megorden is a Board-Certified Podiatrist specializing in all foot and ankle related pathology, including elective and reconstructive surgery. She completed her undergraduate education at Concordia College in Moorhead, MN, and received her Doctor of Podiatric Medicine degree from Temple University School or Podiatric Medicine, Philadelphia, PA. She went on to complete her surgical residency training at Maricopa Medical Center In Phoenix, AZ. She currently practices on California’s Central Coast.
Winston Montero, M.D.
Winston F. Montero M.D. specializes in Physical Medicine and Rehabilitation. He has been a member of the LAGS team of providers since September of 2012. Prior to his work with Lags, he completed his residency with Baylor University Medical Center in Dallas, TX. He currently practices on California’s Central Coast.
Mahendra Nath, M.D.
Dr. Mahendra Nath studied at S. M. S. Medical College in India and received his M.B.B.S. He has also received his MS in Orthopedic Surgery and his PM&R. Full bio coming soon.

Beth Brown, PA-C
Beth Brown earned her Masters of Science in Physician Assistant Practice from Rosalind Franklin University of Medicine and Science. She has been a member of the Lags team since June of 2012. She currently practices on California’s Central Coast.
Analene Cesar, NP
Analene Cesar has been a healthcare professional for over 30 years, working at Lags Medical Center since May 29, 2018. She received her medical degree in the Philippines from Far Eastern University Nicanor Reyes Medical Foundation. Whilst also at FEU, she received her pre-med Bachelor of Science Degree in Clinical Psychology. She migrated to the USA and successfully became USMLE certified for Residency training program. She further pursued her studies in nursing at Charles Drew University of Medicine and Sciences in California, where she achieved her Masters in Advanced Practice Nursing in their Family Nurse Practitioner Program.
Wenchell Elbo, NP
Winchell Elbo has a Masters Degree of Science in Nursing from California State University of Los Angeles. She has been a member of the Lags team of providers since September of 2014. She currently practices on California’s Central Coast.
Rita Enunwa, NP
Rita Enunwa studied at California State University Long Beach (Long Beach, CA) and received her MSN in 2004 as well as her BSN prior to that. She has been working for Lags Medical Centers since 2008.
Latavia Esters, PA-C
Latavia Esters earned her Physicians Assistant Certificate from San Joaquin Valley College in Visalia, California. She is a member of the California Academy of Physician Assistants and the SJVC Physician Assistant Alumni Group. Latavia has been a member of the Lags team since November of 2013 and practices out of our Fresno clinic.
Krisztina Herrera, NP
Krisztina Herrera Studied at California State University, Los Angeles (Los Angeles, CA) and got a MSN as a Family Nurse Practitioner with a BSN in Nursing at California State University, Northridge . She now works at Lags at our Oxnard and Ventura Medical Centers locations.
Andy Hoosier, PA
Andy Hoosier graduated from University of Kentucky with a Masters in Physician Assistant Studies in 2016 and joined Lags Medical in December of 2016. Having trained in the renowned Royal Orthopedic Hospital in England, Andy has a strong interest in sports medicine, regenerative medicine and general orthopedics. He also enjoys photography, backpacking and snowboarding in his free time.
Manli Huang, NP
Manli Huang after earning a BSN in 1993 and her MSN in 1994 at San Francisco State University she went on to Study at University of San Francisco. There she received a post-doctorate of Family Nurse Practitioner in 2017. She now works at the Salinas Lags Medical Center location.
Heliodoro Magana, PA
Heliodoro “Hector” Magaña holds a Master of Science and Master of Public Health degree from Touro University in Vallejo, California. Hector is an associate member of the American Academy of Physician Assistants and the California Academy of Physician Assistants and is fluent in Spanish. Hector practices out of our Fresno, Visalia, and Lemoore clinics and has been a member of the Lags team since May of 2015.
Theresa Montecillo, NP
Theresa Monticello Studied at Charles R Drew University of Medicine and Science and received her APRN in 2012. Before coming on board in 2018 to help patients at Lags, she was practicing anesthesiology while in the Philippines. Theresa enjoys the thrill of traveling and shopping and she fluently speaks English and Tagalog. She sees patients in the Visalia and Hanford Lags clinics.
Marya Oakes, NP
Marya Oakes Studied at Western University of Health Sciences and received her MSN in 2004. Before that she earned her MSN in Nursing/Biblical Studies at Biola University in 1984. Full bio coming soon.
Femi Obanor, NP
Femi is a Board Certified Family Nurse Practitioner with a Master’s of Science in Nursing from South University – Savannah, GA and joined LAGS in January 2018. He loves to sing, and plays soccer in his leisure time. He also enjoys photography, basketball and spending time with his family. Femi is fluent in English, Bini and Edo and is a member of the American Society of Addiction Medicine (ASAM), the California Association for Nurse Practitioners (CANP), the American Nurses Credentialing Center (ANCC), and the American Association of Nurse Practitioners (AANP). He currently practices at the LAGS Central Valley clinics.

Sam Safaee, PA-C
Sam Safaee earned his Physicians Assistant Certificate from Rocky Mountain College in Billings, Montana. PA Safaee had been practicing in orthopedic and spine surgery in the Bay Area before moving to the Central Coast. He is fluent in both English and Farsi. He has been a member of the Lags team since November of 2011.
Hector Sanchez, NP
Hector Sanchez received his Masters of Science in Nursing/Family Nurse Practitioner from Charles R. Drew University of Medicine and Science. Hector is fluent in English and Tagalog. He has been a member of the Lags team since June of 2014. He is from Cebu, Philippines, enjoys playing musical instruments and currently practices in the Bay Area and Central Valley.
Olivia Seibenick, PA
Olivia A. Seibenick, PA-C is a Physician Assistant who joined LAGS Medical Centers in 2015. She has worked as a Board Certified Physician Assistant in California since 2014. She completed her Masters in Physician Assistant studies at MEDEX at the University of Washington in Seattle, Washington. With a Certificate in Nutritional Pain Management (CNPM), she is a certified clinical research coordinator by the Association of Clinical Research Professionals and a member of multiple professional societies including the American Academy of Physician Assistants, California Academy of Physician Assistants, Academy of Integrative Pain Management, The Institute for Functional Medicine, and the Association of Clinical Research Professionals (ACRP). She has a passion for healing, nutrition, exercise, and functional and regenerative medicine. She is motivated to help patients reduce pain, restore function, and achieve their optimal health and well-being. Olivia is currently seeing patients at both the Santa Barbara and Lompoc clinic locations.
Lyudmila Sklyarenko, NP
Lyudmila Sklyarenko graduated from University of South Alabama with Acute Care NP training. She has an extensive nursing surgical experience in variety of procedures. Has been expanding her knowledge at LAGS by helping patients with chronic pain, finding the most appropriate approach to improve their quality of life, mobility, and empowering patients for selfcare. Lyudmila enjoys traveling, reading, and spending time with friends and family.
Cristina Tipei, PA
Cristina Tipei received her Master of Science in PA Studies from A.T. Still University, Arizona School of Health Sciences in 2015. Tipei has practiced as a PA in Family Medicine at FHCN CHC Tulare County from 2015-2016. Tipei currently specializes in Pain & Neuropathy Management, Addiction Medicine, Osteoporosis Management and Wound Care Management with LAGS Medical Centers since 2016 in the San Luis Obispo County and Santa Barbara County. Tipei is a member of the American Academy of Physician Assistants, California Academy of Physician Assistants, American Academy of Pain Medicine and American Society of Addiction Medicine. She speaks English, Spanish, and Romanian.
Jenny Tran, NP
enny Tran received her Masters of Science Degree in Nursing from Samuel Merritt University in Oakland, CA. She has been a member of the Lags provider team since July of 2014 and is fluent in Cantonese and English. She currently practices at the Lags Hayward clinic.
Jason Williford, PA-C
Jason is a Physician Assistant and graduate of the Medical College of Georgia. He has been a member of the LAGS team of providers since May of 2013. He currently works out of our Central Coast offices and is an associate member of the American Academy of Physician Assistants, the California Academy of Physician Assistants, Physician Assistants in Orthopedic Surgery and the American Academy of Pain Management.
Leoncio Yap, NP
Leoncio Yap is a certified Nurse Practitioner, licensed by the state of California. He is fluent in English, Tagalog, and Mandarin. He earned his Masters of Science degree from Charles Drew University. Mr. Yap has been a member of the LAGS team since 2013 and practices on the Central Coast and Central Valley.
